Appointment of Grand Court Judge

Her Excellency the Governor, Jane Owen, is pleased to announce the appointment of Justice Emma Peters as a Judge of the Grand Court of the Cayman Islands.

The Judicial and Legal Services Commission (JLSC) conducted an open recruitment process in the Summer 2024 advertising the position both locally and internationally. Following a rigorous shortlisting process, an interview panel evaluated five candidates, before ultimately recommending Justice Peters for the role. Her Excellency subsequently accepted the JLSC’s recommendation.

“I am pleased to appoint Justice Peters to the Grand Court and to welcome her to the Cayman Islands,” said Her Excellency. “Her extensive experience will further strengthen the high calibre of our judiciary.”

Chief Justice Ramsay-Hale also welcomed the appointment, stating, “I am delighted to have Justice Peters join the Cayman Islands Judiciary. Her strong background in the criminal courts will be a valuable asset to the Cayman Islands Judiciary, and I look forward to working with her.”

Justice Peters was officially sworn in on Thursday, 13 February 2025, and will commence her role as a Grand Court Judge on Monday, 17 February 2025.

Justice Peters hails from the UK, where she was a Deputy Resident Judge. Most recently, she served as a Circuit Judge for Ipswich/Chelmsford Crown Courts (UK). Prior to this she held judicial appointments as an Assistant Judge Advocate General at the UK Military Court Centre in Germany and at the Colchester Military Court Centre in the UK. During her 15 years as a full time judge she has presided over the full range of criminal cases. Before being appointed to the Bench, Justice Peters was Legal Chairman of the Pensions Appeal Tribunal for Scotland, and a Barrister and Army Legal Services Officer (Lieutenant Colonel) for the British Army. Justice Peters graduated from the Polytechnic of Wolverhampton, UK with a Bachelor of Laws in 1990, and participated in additional training to become an accredited mediator in 2004. She was called to the Bar at Lincoln’s Inn, London in 1991 and was elected as a Bencher of Lincoln’s Inn in 2021.
