The Ministry of District Administration and Lands (MDAL) announced the successful grand opening and renaming ceremony of the Cayman Brac Adult Training Centre (CBATC) on 30 August 2024. This landmark event celebrated the unveiling of the newly named Joy Marie Tibbetts Adult Training Centre, a facility dedicated to fostering lifelong learning opportunities for adults with special educational needs and disabilities (SEND) in Cayman Brac.
The ceremony held onsite the new facility in Cayman Brac, was a momentous occasion attended by Government officials, community members, and other distinguished guests. The event was led by Heidi Wallace, Chief Human Resources Officer for MDAL, who established protocol as the Master of Ceremony. The program featured a heartfelt prayer by the Programme Manager of CBATC, Mrs. Carolyn Vassell-Lindo, followed by a stirring performance of the Cayman Islands National Song by Jenna Grant.
The Honourable Julianna O’Connor-Connolly, Premier and Minister of District Administration and Lands, delivered special remarks. She expressed her deep pride in the establishment of the Centre and its significance for the Cayman Brac community. The Premier also announced the renaming of the facility to the Joy Marie Tibbetts Adult Training Centre, in honour of Joy Marie Tibbetts, a local resident with special needs, whose perseverance, spirit, and advocacy have been instrumental in bringing this Centre to fruition.
“Today marks a significant milestone in our journey towards social equity and inclusion in Cayman Brac,” said Premier O’Connor-Connolly. “The Joy Marie Tibbetts Adult Training Centre is not just a building; it is a place of hope and opportunity. It stands as a testament to our commitment to providing lifelong learning opportunities for every individual, regardless of their challenges. Joy’s inspiration and advocacy have led us here, and it is only fitting that this Centre bears her name.”
District Commissioner Mr. B.L. Mark Tibbetts delivered the official welcome remarks, highlighting the importance of the centre in the lives of Cayman Brac’s special needs community. A special presentation by the clients of CBATC, directed by Mrs. Vassell-Lindo, showcased the talents and progress of the individuals who will benefit from the Centre’s services.
Following the Premier’s remarks, the new building sign with the name “Joy Marie Tibbetts Adult Training Centre” was revealed, symbolizing a new chapter in the Centre’s history. The ribbon cutting was then led by Acting Chief Officer of MDAL, Mr. Wilbur Welcome, who also gave a vote of thanks, expressing gratitude to everyone involved in making the Centre a reality.
The ceremony concluded with a tour of the new facility, during which guests had the opportunity to learn about the resources and programs that will be available to the Centre’s clients. Refreshments were served, and the event officially closed at 5:00 pm.
District Commissioner Mr. Mark Tibbetts who is also the brother of Joy Marie Tibbetts, commented on the Centre’s significance:
“The Joy Marie Tibbetts Adult Training Centre is a beacon of hope for our community. It represents our collective commitment to ensuring that all individuals, regardless of their abilities, have the opportunity to lead fulfilling, independent lives. This Centre is a testament to the resilience of our people and the dedication of those who have worked tirelessly to bring this vision to life.” Other members of Joy’s family was in attendance including her sisters Janice McLean and Marilyn Scott.
The Ministry of District Administration and Lands extends its deepest gratitude to all who contributed to the success of this event and the establishment of the Centre. The Joy Marie Tibbetts Adult Training Centre is now fully operational and ready to serve the community, providing essential educational and vocational training to adults with special needs, helping them to achieve their full potential.
