Central Procurement Office Deputy Director wins prestigious scholarship

Robert Tatum, Deputy Director of the Central Procurement Office (CPO), has been accepted into the International Master in Public Procurement Management (IMPPM) programme at the University of Rome Tor Vergata.

To facilitate his attendance, Robert was awarded a Caribbean Development Bank (CDB) Scholarship as one of two standout candidates from a pool of regional applicants.

The IMPPM scholarship programme assists Caribbean countries with building procurement capacity and enhancing the professionalism of the public procurement workforce while also raising awareness of best practices in international procurement.

“I am grateful for the support of the CBD in funding and facilitating this amazing development opportunity and equally thankful to the CPO and Ministry of Finance & Economic Development for allowing me to take the leave needed to complete the programme. I strive to make the region and country proud,” Robert said.

The year-long master’s programme consists of 13 elements covering relevant topics in public procurement including economics of procurement; integrity and anticorruption; negotiations; and sustainable and innovative procurement among others. 

The in-person attendance module, which lasts for four months, is followed by a distance learning module and a final dissertation.

Robert’s dissertation topic will be based on procurement processes in the Cayman Islands with the aim of directly benefitting the Islands once completed. 

Students from around the world attend the IMPPM programme, which is highly regarded internationally as a professional qualification in the field of procurement.

Director of the Central Procurement Office Taraq Bashir said, “The team is proud of Robert being accepted onto this prestigious programme and his desire to improve procurement across the Cayman Islands. The involvement of students in the programme from all over the world will provide him with invaluable additional learning opportunities.”

Upon completion of this programme, Robert will be the highest qualified public procurement professional in the Cayman Islands. He travels to Rome on 22 February and will return home in July.

Financial Secretary and Ministry of Finance & Economic Development Chief Officer Kenneth Jefferson said, “I am very happy for Robert and value his contribution to the Ministry and the public procurement function across the country. Congratulations Robert, we are proud of your achievement.”
