Government Acknowledges OAG Report on Regen

The Cayman Islands Government acknowledges the Office of the Auditor General’s report, ‘The Integrated Solid Waste Management System for the Cayman Islands – Regen) – as at October 2021’, published today (24 January).

The report assesses the efficacy of ReGen and the project agreement signed in March 2021. It provides recommendations that the OAG said were intended to assist the government in its negotiations with the contractor. The report also concluded that overall, the project agreement contained adequate safeguards for most project risks, but some safeguards need to be strengthened.

It is important to note, on 25 July 2024 the government announced in Parliament its decision to exit the Regen project agreement. Discussions are ongoing with the Dart group to achieve this outcome.

Subsequent to the announcement in Parliament, the OAG issued its draft report on the Regen project to Parliament. Additional information on the project was provided to the OAG in August 2024.

Commenting on the report, Deputy Governor Honourable Franz Manderson stated, “In keeping with our commitment to transparency and accountability, we welcome the OAG’s report and take the findings seriously. Transparency and accountability are integral components of our approach, and we express our ongoing commitment to incorporate these insights into future projects.”

Mr Manderson further outlined, “In accordance with the requirements of the 2024-2026 civil service strategic plan, launched in April 2024, a chief risk officer was appointed and given the responsibility of developing a risk framework for the entire civil service as one of the primary accountabilities of the role. These efforts aim to enhance risk management, ensure alignment across government entities and protect public resources. They also signal government’s pledge to nurture sustainable development, public trust and resilience.”

In responding, the Ministry of Sustainability and Climate Resiliency and Wellness said it was informed by the OAG on 23 January 2025 that it will publish its report on the ReGen project today. The Ministry added it “Remains guided by the Cabinet and the appointed Advisors on the project with regards to exiting the ReGen project agreement in accordance with the latest exit extension date granted by the Cabinet on 28 February 2025.” The Ministry has also indicated that further comments may follow after all relevant parties have reviewed the report.
