Government receives green light to build road in West Bay

As a result of a judgment delivered by the Court of Appeal on 31 March 2023, the Cayman Islands Government has been granted permission to proceed with the construction of a new public road over what was historically called Lissa Lane in West Bay.

The Right Honorable Sir Alan Moses, Justice of Appeal ruled “The evidence is clear that the procedure was followed in this case and the appellants had a proper opportunity to make their objections. There is no evidence that they were not fairly and properly considered.”

The purpose of the transformation of Lissa Lane in West Bay is to provide property access to all adjoining landowners, to resolve a land lock issue, and facilitate utility access.

Dep Chief Officer Hydes said the Ministry would be notifying all affected landowners that development works on the road were scheduled to start in the near future.

“As the Cayman Islands population continues to grow, so do our needs as a nation, whether it’s the need for new transportation strategies, housing projects or public utilities. It is important the public understands how the process works when the government declares an intention in the public’s interest that land may need to be acquired for public projects. The process is designed to be fair, easy to understand and transparent,” he said.

The Ministry for Planning, Agriculture, Housing and Infrastructure will ensure that the policy/process is published in the public domain in line with the court’s recommendation.
