ECAP Funding Available for 2025/26 Academic Year

The Ministry of Education is pleased to announce that applications are now open for the Early Childhood Assistance Programme (ECAP) funding for the 2025/26 academic year. ECAP provides financial assistance of up to $812 per month towards tuition fees at approved early childhood centres. To be eligible, children must be Caymanian and turn three years old before 1 September 2025. Parents or guardians must also meet financial means-testing requirements. This year, the programme’s expanded financial thresholds allow more families to benefit from the funding, making early childhood education more accessible for young learners.

Premier and Minister for Education, Hon. Juliana O’Connor-Connolly, emphasised the importance of the programme. “Early childhood education is the foundation upon which a child’s future is built, and the ECAP funding is an essential step in ensuring that all Caymanian children have access to quality learning experiences from an early age.”

Parents and guardians may visit the Ministry’s online portal at https://moeapplications.gov.ky/  to check eligibility or submit an application. Along with the completed form, applicants will need to provide:

• An electronic copy of the child’s birth certificate;

• An official letter from Workforce Opportunities & Residency Cayman (WORC) acknowledging the child’s right to be Caymanian;

• A copy of the parent’s government-issued ID; and

• Proof of income. Applications will be reviewed and processed after submission. Families who apply by 31 July will receive notification of an outcome via email by 1 September. Payments will be made directly to the early childhood institution.
